QuarterDeck is a maximum-security prison located on [Kellog VI](https://robertsspaceindustries.com/galactapedia/article/R6dAQZgGQe-quarterdeck-kellog-vi) in the [Fair Chance Act](https://robertsspaceindustries.com/galactapedia/article/RXlXmnaYGP-fair-chance-act)-protected [Kellog system](https://robertsspaceindustries.com/galactapedia/article/Vy28ZQeYZv-kellog-system). Built to withstand the planet's frigidly cold, low-oxygen atmosphere, the penitentiary is under heavy guard and is considered virtually inescapable. The [United Empire of Earth](https://robertsspaceindustries.com/galactapedia/article/VyvyKxy4v6-united-empire-of-earth) (UEE) allows prisoners at QuarterDeck to work off their sentences in a nearby full-process antimatter refinery. This has led to accusations of Human rights abuses and nearly led to the shutdown of the prison in SEY 2943. The proposal to close it was defeated in the [Senate](https://robertsspaceindustries.com/galactapedia/article/VaZn8OqaNZ-senate) by a narrow margin.
